White Paper Wigs

I made about 40 white wigs, quite cheaply, out of paper. Start with a posterboard head band. Add another band from front to back to cover the top of the head (both bands should be set to the child's measurement). Attach strips down the sides where you will glue the curls onto. The curls were simple pieces of rolled up white paper. It was HYSTERICAL!
