Last year we sang "Blue and Red and White" (from Music K-8, Vol. 8, No. 5. Also available as a Singles Reproducible Kit.). I wanted to use scarves, but couldn't afford them, so I bought plastic red, white, and blue tablecloths from The Dollar Tree or Apple's, for a dollar each. I cut them into several "flags." I think I doubled them and stapled one end, so they were sturdier. They were SO much cheaper than scarves, they stayed clean, and they worked great! You could use tablecloths that are not cut, and instead, have the students hold them up row by row, alternating red and white. Then, in upper left, have blue with white stars stapled on.
