You've got to find fluorescent or glow-in-the-dark crayons!! Then, using black or white construction paper, you can do all kinds of drawing activities that will look really cool in the black light. Have them color heavy to get the best glow. Have students draw while listening to Halloween-themed program music, or to illustrate Halloween songs.
I've had them draw their interpretation of a scene while listening to Halloween program music.
We've also taken two pieces 16 x 20 construction paper (one black and one white) and cut them into a tombstone shapes. In the black piece, cut "window" flaps that lift up (approximately four or five). Staple the black pieces of paper to the white, lift up the flaps and color a picture onto the white paper showing in the window. Good for illustrations of "Danse Macabre."
Draw illustrations of a Halloween song ("Ghost of John," "Skin & Bones," et cetera) on orange or black background and put into a book form that can be read in the black light. The crayons are wonderful for black light use, but the glow-in-the-dark crayons do not need black light, just darkness!
